Well, the first thing is that, along with this optimistic scenario from the point of view of uniting the conditions of the working class globally, there was a more pessimistic consideration in the essay, pointing to something that I’ve always considered a very serious flaw in Marx and Engels’s Manifesto. There is a logical leap that does not really hold up, intellectually or historically—the idea that, for capital, those things that we would today call gender, ethnicity, nationality, do not matter. That the only thing that matters for capital is the possibility of exploitation; and therefore the most exploitable status group within the working class is the one they will employ, without any discrimination on the basis of race, gender, ethnicity. That’s certainly true. However, it doesn’t follow that the various status groups within the working class will just accept this. In fact, it is precisely at the point when proletarianization becomes generalized, and workers are subjected to this disposition of capital, that they will mobilize whatever status difference they can identify or construct to win a privileged treatment from the capitalists. They will mobilize along gender lines, national lines, ethnicity or whatever, to obtain a privileged treatment from capital.
(...) [Adam Smith:] Substantively, the action of the government in Smith is pro-labour, not pro-capital. He is quite explicit that he is not in favour of making workers compete to reduce wages, but of making capitalists compete, to reduce profits to a minimum acceptable reward for their risks. Current conceptions turn him completely
(...) There is evidence that the Chinese authorities are worried about the environment, as well as about social unrest—but then they do things that are plain stupid. Maybe there is a plan in the works, but I don’t see much awareness of the ecological disasters of car civilizations. The idea of copying the United States from this point of view was already crazy in Europe—it’s even crazier in China. And I’ve always told the Chinese that in the 1990s and 2000s, they went to look at the wrong city. If they want to see how to be wealthy without being ecologically destructive, they should go to Amsterdam rather than Los Angeles. In Amsterdam, everybody goes around on bicycles; there are thousands of bikes parked at the station overnight, because people come in by train, pick up their bicycles in the morning and leave them there again in the evening. Whereas in China, while there were no cars at all the first time I was there in 1970—only a few buses in a sea of bicycles—now, more and more, the bicycles have been crowded out. From that point of view it’s a very mixed picture, very worrying and contradictory. The ideology of modernization is discredited elsewhere but so far is living on, rather naively, in China.

If you look at the way in which China has behaved towards its neighbours historically, there has always been a relationship based more on trade and economic exchanges than on military power; this is still the case. People often misunderstand this: they think I am depicting the Chinese as being softer or better than the West; it’s nothing to do with that. It has to do with the problems of governance of a country like China, which we’ve discussed. China has a tradition of rebellions that no other territory of similar size and density of population has faced. Its rulers are also highly conscious of the possibility of new invaders from the sea—in other words, the us.

So I had the luck—from the point of view of analysing the capitalist business enterprise—of going into successively larger firms, which helped me understand that you cannot talk about capitalist enterprises in general, because the differences between my father’s business, my grandfather’s business and Unilever were incredible.

(...) First of all, we should not exaggerate the extent to which China has broken the pattern. The level of per capita income in China was so low—and still is low, compared to the wealthy countries—that even major advances need to be qualified. China has doubled its position relative to the rich world, but still that only means going from 2 per cent of the average per capita income of the wealthy countries to 4 per cent. It is true that China has been decisive in producing a reduction in world income inequalities between countries. If you take China out, the South’s position has worsened since the 1980s; if you keep it in, then the South has improved somewhat, due almost exclusively to China’s advance. But of course, there has been a big growth in inequality within the prc, so China has also contributed to the world-scale increase in inequalities within countries in recent decades. Taking the two measures together—inequality between and within countries—statistically China has brought about a reduction in total global inequality. We should not exaggerate this—the world pattern is still one of huge gaps, which are being reduced in small ways. However, it’s important because it changes relationships of power between countries. If it continues, it may even change the global distribution of income from one that is still very polarized to a more normal, Pareto-type distribution.

From the 1980s and 1990s, in particular, the more important development has been the bifurcation of a highly dynamic and upwardly mobile East Asia and a stagnant and downwardly mobile Africa, and particularly southern Africa—‘the Africa of the labour reserves’, again. This bifurcation is the thing that interests me most: why southern Africa and East Asia have moved in such opposite directions. It’s a very important phenomenon to try to understand, because to do so would also modify our understanding of the underpinnings of successful capitalist development, and the extent to which it relies or not on dispossession—the complete proletarianization of the peasantry—as happened in southern Africa, or on the very partial proletarianization that has taken place in East Asia. So the divergence of these two regions brings up a big theoretical question, which once again challenges Brenner’s identification of capitalist development with the full proletarianization of the labour force.

The relationship is very close, because, first of all, contrary to what many people think, the Chinese peasants and workers have a millennial tradition of unrest that has no parallel anywhere else in the world. In fact, many of the dynastic transitions were driven by rebellions, strikes and demonstrations—not just of workers and peasants, but also shopkeepers. This is a tradition that continues down to the present. When Hu Jintao told Bush, a few years ago, ‘Don’t worry about China trying to challenge us dominance; we have too many preoccupations at home’, he was pointing to one of the chief characteristics of Chinese history: how to counter the combination of internal rebellions by the subordinate classes, and external invasions by so-called barbarians—from the Steppes, up to the nineteenth century, and then, since the Opium Wars, from the sea. These have always been the overwhelming concerns of Chinese governments, and they set narrow limits on China’s role in international relations.
(...) Well, not of less relevance, because in fact it is the most serious crisis that historical capitalism has experienced; certainly, it was a decisive turning point. But it also educated the powers-that-be in terms of what they should do so as not to repeat that experience. There are a variety of recognized and less recognized instruments for preventing that type of breakdown from happening again. Even now, though the collapse in the stock exchange is being compared to the 1930s, I think—I may be wrong—that both the monetary authorities and the governments of the states that actually matter in this are going to do all they can to avoid the collapse in the financial markets having similar social effects to the 1930s. They just cannot afford it, politically. And so they will muddle through, do anything they have to. Even Bush—and before him Reagan—for all their free-market ideology, relied on an extreme kind of Keynesian deficit spending. Their ideology is one thing, what they actually do is another, because they are responding to political situations which they cannot allow to deteriorate too much. The financial aspects may be similar to the 1930s, but there is a greater awareness and tighter constraints on the political authorities not to let these processes affect the so-called real economy to the same extent that they did in the 1930s. I’m not saying that the Great Depression is less relevant, but I’m not convinced that it is going to be repeated in the near future. The situation of the world economy is radically different. In the 1930s it was highly segmented, and that may have been a factor in producing the conditions for those breakdowns. Now it’s far more integrated.
(...) Yes. I think that over the last thirty years there has been a change in the nature of the crisis. Up to the early 1980s, the crisis was typically one of falling rate of profits due to intensifying competition among capitalist agencies, and due to circumstances in which labour was much better equipped to protect itself than in the previous depressions—both in the late-nineteenth century and in the 1930s. So that was the situation through the 1970s. The Reagan–Thatcher monetary counter-revolution was actually aimed at undermining this power, this capacity of the working classes to protect themselves—it was not the only objective, but it was one of the main objectives. I think that you quote some adviser of Thatcher, saying that what they did was [to create an industrial reserve army]; what Marx says they should do! That changed the nature of the crisis. In the 1980s and 1990s and now, in the 2000s, we are indeed facing an underlying overproduction crisis, with all its typical characteristics. Incomes have been redistributed in favour of groups and classes that have high liquidity and speculative dispositions; so incomes don’t go back into circulation in the form of effective demand, but they go into speculation, creating bubbles that burst regularly. So, yes, the crisis has been transformed from one of falling rate of profit, due to intensified competition among capitals, to one of overproduction due to a systemic shortage of effective demand, created by the tendencies of capitalist development.
(...) ...What the declining power does is very important, because they have the ability to create chaos. The whole ‘Project for a New American Century’ was a refusal to accept decline. That has been a catastrophe. There has been the military debacle in Iraq and the related financial strain on the us position in the world economy, transforming the United States from a creditor nation into the biggest debtor nation in world history. As a defeat, Iraq is worse than Vietnam, because in Indo-China there was a long tradition of guerrilla warfare: they had a leader of the calibre of Ho Chi Minh; they had already defeated the French. The tragedy for the Americans in Iraq is that, even in the best possible circumstances, they have a hard time winning the war, and now they are just trying to get out with some face-saving device. Their resistance to accommodation has led, first, to an acceleration of their decline, and second, to a lot of suffering and chaos. Iraq is a disaster. The size of the displaced population there is far bigger than in Darfur.

One of the major problems on the left, but also on the right, is to think that there is only one kind of capitalism that reproduces itself historically; whereas capitalism has transformed itself substantively—particularly on a global basis—in unexpected ways. For several centuries capitalism relied on slavery, and seemed so embedded in slavery from all points of view that it could not survive without it; whereas slavery was abolished, and capitalism not only survived but prospered more than ever, now developing on the basis of colonialism and imperialism. At this point it seemed that colonialism and imperialism were essential to capitalism’s operation—but again, after the Second World War, capitalism managed to discard them, and to survive and prosper. World-historically, capitalism has been continually transforming itself, and this is one of its main characteristics; it would be very short-sighted to try to pin down what capitalism is without looking at these crucial transformations. What remains constant through all these adaptations, and defines the essence of capitalism, is best captured by Marx’s formula of capital M–C–M', to which I refer repeatedly in identifying the alternation of material and financial expansions. Looking at present-day China, one can say, maybe it’s capitalism, maybe not—I think it’s still an open question. But assuming that it is capitalism, it’s not the same as that of previous periods; it’s thoroughly transformed. The issue is to identify its specificities, how it differs from previous capitalisms, whether we call it capitalism or something else.
(...) Well, I would have no objections to it being called socialism, except that, unfortunately, socialism has been too much identified with state control of the economy. I never thought that was a good idea. I come from a country where the state is despised and in many ways distrusted. The identification of socialism with the state creates big problems. So, if this world-system was going to be called socialist, it would need to be redefined in terms of a mutual respect between humans and a collective respect for nature. But this may have to be organized through state-regulated market exchanges, so as to empower labour and disempower capital in Smithian fashion, rather than through state ownership and control of the means of production. The problem with the term socialism is that it’s been abused in many different ways, and therefore also discredited. If you ask me what would be a better term, I’ve no idea—I think we should look for one. You are very good at finding new expressions, so you should come up with some suggestions.

Among the general public in Europe, and even in the more informed sections, there is almost no realisation of how globalisation has adversely affected livelihoods and employment of the majority of the population in the developing world including in fast-growing Asian countries. The agrarian crisis is largely seen to be history, supposedly vanquished by the rising prices of agricultural goods in world trade between 2002 and mid 2008, even though farmers’ incomes continue to stagnate and cultivation is still barely viable in large parts of the developing world. Because of the volumes of manufacturing exports from Asia, there is still widespread perception of shift of manufacturing jobs from North to South - even though manufacturing employment has declined in the developing world as a whole, has barely increased in most countries of Asia and has actually declined since 1997 in what is generally accepted to be the workshop of the world, China.
(...) There is certainly some degree of truth in this – there is no question that current “Northern” standards of life cannot be sustained if they were made accessible to everyone on this planet. This means that future economic growth in the developing world has to involve more equitable and sensible patterns of consumption and production. But that hardly deals with the basic problem. Even if the elite and middle class of the developing world, and particularly China and India, just stopped increasing their consumption, simply bringing the vast majority of the developing world’s population to anything resembling a minimally acceptable standard of living will involve extensive use of global resources. It will necessarily imply more natural resource use and more carbon emissions.
(...) So the stark reality is that the developed world must, on the whole, consume less of the world’s resources and reduce its contribution to global warming absolutely. This in turn has effects on income as well. It is not immediately clear why rich countries with falling populations necessarily need to increase their GDP, and why they should not focus instead on internal redistribution and changing lifestyles, which could in fact improve the quality of life of every citizen.

Today figures like Krugman are seen as partly challenging these conclusions, and as representing the return of Keynesian economics. But this is not a return to Keynes in the sense of his general theoretical critique of capitalism’s fundamental flaws. Rather it is a return to Keynesianism as a “special case” of “depression economics”, where monetary policy is ineffective and expansive fiscal policy needs to be given priority.12 The ascendancy of neoclassical economics, which bastardised and subordinated Keynes’s mildly critical view of capitalism, is not itself challenged. Nor is capitalism questioned. Rather it is assumed that mistakes were made in monetary policy and in regulatory systems that have pulled the economy back down into the “special case” of Keynesian “depression economics”.
(...) Hence, what Keynes called the “outstanding faults” of the capitalist economy are hardly addressed as such. Keynes, is presented, by his most publicised (and reactionary) biographer, as the great “remedist” and little else.13 The resulting policy emphasis is on fiscal stimulus, a mild redistribution of income, renewed financial regulations, and international reforms in currency trading. The crisis is treated as a kind of external shock (or, as Krugman says, the spread of an unknown virus).14 The severity of the downturn would suggest that long-term forces (more than the normal business cycle factors) are concerned. Yet, the fact that capitalism is an inherently contradictory historical system, which displays increasing irrationality in its later stages is off limits within the economics mainstream, even among its supposedly left of centre theorists, such as Krugman and Joseph Stiglitz.
(...) Part of the problem is that although Keynes’s thinking was too radical for the system he was trying to defend, it was at the same time not radical enough. It did not fully explain the core contradictions of capitalism. For a truly general theory of accumulation and crisis under capitalism Marx together with later Marxian political economy remain critical. For Marx the essence of capitalism lay, according to his famous shorthand, in the relation M-C-M’. Capitalism was a system in which money capital (M) was exchanged for commodities (C) that were transformed into new commodities through production, which were then sold again for more money M’ (or M + ∆m, i.e., surplus value). The nature of this process was such that it was unending. The M’ was then reinvested in the next period of production, with the object of getting M’’ at the end, and so on, ad infinitum.15 Any interruption in the unending accumulation of capital in this sense pointed to a crisis. Moreover, the very existence of a system organised in this way made it possible for a crisis to occur through a shortage of effective demand. For Marx, there was never any doubt about the root cause of capitalist economic crises. “The ultimate reason for all real crises always remains the poverty and restricted consumption of the masses as opposed to the drive of capitalist production to develop the productive forces as though only the absolute consuming power of society constituted their limit”.16
(...)With respect to financial expansion and crisis, Marx wrote in volume 3 of Capital that the whole “sphere of production may be saturated with capital”, with the result that profits increasingly enter into the sphere of speculation. “If...new accumulation”, he wrote,
meets with difficulties in its employment, through a lack of spheres for investment,
i.e., due to a surplus in the branches of production and an over-supply of loan capital, this plethora of loanable money-capital merely shows the limitations of capitalist production. The subsequent credit swindle proves that no real obstacle stands in the way of the employment of this surplus-capital. However, an obstacle is indeed immanent in its laws of expansion, i.e., in the limits in which capital can realise itself as capital.17

The “credit swindle”, arising with the turn to money capital (represented by Marx as M to M’) as the basis of the amassing of wealth, inevitably precedes a bust. “Business always appears excessively sound right on the eve of a crash”. For Marx nothing was more natural than a liquidity crisis in an economic slowdown, where capital hungered insatiably for cash. Mimicking the 42nd Psalm, he wrote that the capitalist desires and hordes money in every form: “As the hart pants after fresh water, so pants his soul after money, the only wealth”.18

Yet, if Marx constitutes the starting point for a general theory of capitalism and crises, his analysis doesn’t encompass many of the specific problems of today, given the historical evolution of the system since his time. For Marxists, beginning with Hilferding, Lenin and Luxemburg, the historical evolution of the system in the early twentieth century was understood primarily in terms of the development of a new stage of capitalism, often referred to as monopoly capitalism. This reflected the fact that the most significant change in the structure of capitalism in the twentieth century arose out of what Marx called the concentration and centralisation of production, resulting in the rise of the giant firm and the modern credit system.
(...) Their work was extended into an analysis of the role of the state and popularised in Paul Baran and Paul Sweezy’s Monopoly Capital: An Essay on the American Economic Order (1966).20 This theoretical perspective was later applied to the world economy and the creeping stagnation of the 1970s, ’80s and ’90s, in a series of works by Sweezy and Magdoff. These thinkers argued that the capitalist economy did not naturally tend toward rapid growth.21 Rather specific historical “developmental factors” were necessary for strong growth to appear for any length of time.22 This was particularly the case for a system dominated by monopoly capital, in which monopolistic price formation and profits were associated with certain restraints on accumulation. The main problem of accumulation for monopolistic corporations was to find sufficient investment outlets for the enormous and rising surplus at their disposal. Short of new historical factors that increased investment outlets, absorbing surplus capital, the accumulation system tended to sputter out. Hence, “the normal state of the monopoly capitalist economy”, Baran and Sweezy argued, was “stagnation”.23

In the decades immediately after the Second World War the United States and the other advanced capitalist economies experienced a period of prosperity, subsequently described as the “Golden Age”. This was based on the stimulus from special historical factors such as (1) a high level of consumer liquidity immediately after the war; (2) the rebuilding of the war-devastated European and Japanese economies; (3) a second great wave of automobilisation (which included the impetus to the rubber, steel, and glass industries, the building of the interstate highway system, and the suburbanisation of the country); (4) the growth of the sales effort in the form of the expansion of advertising and other forms of sales-related waste; and (5) high military spending associated with two regional wars in Asia. But by the 1970s these countervailing factors to the tendency to stagnation were mostly on the wane. The result was a rapid slowing down of the economy. Net investment in the United States declined, with the investment that was taking place being fed largely out of corporate depreciation funds. In this situation, a new outlet for the surplus (profits) of corporations was needed.
(...) Magdoff and Sweezy argued, as early as 1970, that there was a “long-run decline in liquidity” arising from the putative “‘success’ in controlling the business cycle”. The result was that the US economy was faced with the growing problem of a major “debt-squeeze out”, requiring that real and paper values be brought back into accord, sometime in the future. The longer that debt ballooned without a major contraction the bigger the problem would become.25 Incredibly, this process of financial expansion continued over the decades, with only relatively minor credit adjustments or “credit crunches”, until the Great Financial Crisis of 2007–09.
(...) Total debt in relation to GDP in the US economy rose from 151 percent in 1959 to 373 percent in 2007, with the quality of debt decreasing as its quantity expanded. But the real economy showed an increasing addictive toleration—the need for more to get even a decreasing effect—to the expansion of debt. In the 1970s the increase in US GDP was about sixty cents for ever dollar of new debt, by the early 2000s this had decreased to around twenty cents for every dollar of new debt.27
(...) In 1997, Paul Sweezy declared that globalisation was a very long-term trend of capitalism, traceable to its very origins in the fifteenth and sixteenth centuries. This globalising trend had major effects in some periods such as the rise of China as a major force in the world economy. Nevertheless, the dominant phenomena governing world accumulation at the end of the twentieth century, he argued, were the trio of “(1) the slowing down of the overall rate of growth, (2) the worldwide proliferation of monopolistic (or oligopolistic) multinational corporations, and (3) what may be called the financialisation of the capital accumulation process”.29 It was clearly financialisation that was the most startling and unstable development. If the financialisation process were to go into reverse or even to slow, Sweezy suggested, the result would be a deep stagnation. There was no telling when this would happen. Financialisation, Magdoff and Sweezy argued, could continue for some time. Still, at some point the rising mountain of debt would grow beyond the capacity of capitalist governments to intervene effectively as the lender of last resort, and a financial avalanche would result in an unprecedented crisis. Such a major, historic crisis of capitalism, arising out of conditions that were equally unprecedented, would pose not merely the “return of depression economics” as this was understood, in a very limited fashion, by orthodox economists, but would mean the collapse of an entire financialised regime of accumulation with lasting real world repercussions. The most likely long-term result was a deep slowdown in the trend-rate of growth. With the Great Financial Crisis of 2007–09 and the advent of the most serious economic downturn since the Great Depression these expectations based on an understanding of the historical development of the system have come true. In terms of the conditions that are to be experienced by working populations around the globe as a result of this unprecedented downturn (comparable only to the 1930s) the worst is clearly still to come.
(...) Already, emerging economies, where the crisis may turn out to be most wrenching, are finding their export markets drying up. For China, with exports in 2001–06 amounting to over 30 percent of GDP, and net exports close to 4 percent of GDP, the shrinking of markets in the United States, Europe, and Japan constitutes a serious threat. China currently is experiencing the sharpest deceleration in economic growth in thirty years. Chinese exports have dropped, auto sales have plummeted, and jobs are shrinking in the cities. House prices are now falling in major urban areas and there is a drastic decline in real estate investment, which spells a much bigger financial crisis. Millions of China’s “floating population” of migrant workers who fueled industrialisation are unemployed and are returning to rural areas. The sharp drop in economic growth and looming signs of deflation in China, it is feared, will pull world economic growth down to close to zero.30 To the not inconsiderable extent that the US generated global financial explosion has contributed to the growth in the Chinese real economy the US generated global financial implosion shall contribute to its contraction. Economic crises are endemic to capitalism, but the level of economic disaster affecting the system, as shown by conditions in the United States, on the one hand, and China, on the other, is now without precedent in the post-Second World War period, and the end is not yet in sight.
(...) The most serious ecological threat is of course global warming, which is inducing widespread, multi-faceted climate change, with disastrous implications for life on earth. But in a wider sense, the global environmental crisis involves manifold problems and cannot be reduced to global warming alone. These multiple hazards have a common source in the world economy, including: the extinction of species, loss of tropical forests (as well as forest ecosystems generally), contamination of and destruction of ocean ecology, loss of coral reefs, overfishing, disappearing supplies of fresh water resources, the despoliation of lakes and rivers, desertification, toxic wastes, pollution, acid rain, the approaching exhaustion of easily available crude oil resources, urban congestion, the detrimental effects of large dams, world hunger, overpopulation, etc. Together these threats constitute the greatest challenge to the survival of humanity since its prehistory.
(...) James Hansen, director of NASA’s Goddard Institute of Space Studies, and other climatologists, now claim that the goal must be to reduce the atmospheric carbon level below the present 387 ppm, to 350 ppm or less. This means that net CO2 emissions must “approach zero”. It also necessitates major changes in energy and land use, requiring massive social reorganisation. According to Hansen and his colleagues, “if the present overshoot of this [350 ppm] target CO2 is not brief, there is the possibility of seeding irreversible catastrophic effects”. Indeed, “continued growth of greenhouse gas emissions, for just another decade, practically eliminates the possibility of near-term return of atmospheric composition beneath the tipping level for catastrophic effects”. The world is now facing the prospect of irrevocably leaving the mild, protective climate of the Holocene, which has defined the environmental conditions for the entire duration of human civilisation.
(...) Indeed, there is only one way of accounting for the fact that orthodox economists constitute the leading ideological opponents of aggressive reductions in greenhouse gas emissions, even at the risk of a planetary inferno—and that is their primary role as ideological defenders of the capitalist system and promoters of its drive for profits and accumulation at any cost. Nothing so clearly demonstrates what John Kenneth Galbraith characterised (in the title to his last book) as The Economics of Innocent Fraud. “Capitalism, as we know it today”, James Gustave Speth, former head of the United Nations Development Programme, has written, “is incapable of sustaining the environment”.36 To turn to mainstream economics for answers is therefore a serious, perhaps fatal, error of current policy.
(...) From an ecological perspective, of course, this system of growth at any cost, synonymous with capitalism, places the world economy in direct conflict with environmental sustainability. China’s rapid growth in recent decades has also led to record rates of environmental degradation on its part. China is now close to the United States in annual carbon dioxide emissions, though far below the latter in emissions per capita. Yet, despite the seriousness of this contradiction between the capitalist economy and the planet, establishment economists generally argue against any major attempt to avert climate change, i.e., to bailout nature. At the same time they do not hesitate to advocate spending trillions of dollars to bailout banks. President-elect Obama’s chief economic advisor, Larry Summers, is notorious for his anti-environmental diatribes. He has said, on more than one occasion, that it makes as much economic sense in terms of future welfare to spend on various non-environmental factors—for example, to rebuild infrastructure (roads, bridges, etc.)—as to seek to preserve the environment, say, tropical forests. In addressing the global warming problem, Summers naively stated in 1992, that under “the most pessimistic estimates yet prepared...global warming reduces growth over the next two centuries by less than 0.1 percent a year”.39 Yet, under the most pessimistic estimates of climatologists at that time—now proving accurate—global warming under business as usual threatened both life on the planet and human civilisation itself. Indeed, nothing is more deranged than the notion of Summers and other orthodox economists that the planet as we know it can be destroyed, while the capitalist economy can continue as before.
(...) The growing scale of the capitalist economy and the weight that it is imposing on a limited biosphere are not everything. More important, ultimately, is the actual integrity of ecosystems and the basic biogeochemical processes of the earth system. Here Marx’s theory of the metabolic rift helps us understand capitalism’s intensive, not merely extensive, destruction of the environment. Marx’s vision had included an ecological element from the beginning. In his Economic and Philosophic Manuscripts of 1844 he wrote of the environmental damage wrought by industrial capitalism, in the form of the “universal pollution to be found in large towns”. For Marx, “Man lives from nature, i.e. nature is his body, and he must maintain a continuing dialogue with it if he is not to die”.40 But Marx’s ecological critique of capitalism crystallised only with the publication of Capital, volume 1 in 1867. He was influenced by the critique of British industrial agriculture developed by Justus von Liebig, the leading German chemist of the day. Building on Liebig, Marx pointed to the fact that by shipping food and fiber hundreds and even thousands of miles to new urban centres (a reflection of the growing division between town and country) industrialised capitalist agriculture was in fact depleting the soil of basic nutrients (such as nitrogen, potassium, and phosphorus), which were no longer recirculated to the earth. This created a major crisis of the soil in Europe and the United States in the nineteenth century. Marx described this as an “irreparable rift in the interdependent process of social metabolism, a metabolism prescribed by the natural laws of life itself”. He argued that society demanded the “restoration” of a sustainable human metabolism with nature, which however could only be accomplished under a society of associated producers.41 In the most radical conception of sustainability ever developed, Marx wrote:
From the standpoint of a higher socio-economic formation, the private property of individuals in the earth will appear just as absurd as the private property of one man in other men. Even an entire society, a nation, or all simultaneously existing societies taken together, are not owners of the earth. They are simply its possessors, its beneficiaries, and have to bequeath it in an improved state to succeeding generations, as boni patres familias [good heads of the household].42

(...) Confronted with ecological crises, no attempt is made by the system to go to the root of the problem in the social relations that are undermining what Marx called “the vital conditions of existence”. Rather the problem is shifted around, with capitalism continuing “to play out the same failed strategy again and again”.45 The result is a compounding of ecological disaster. The solution that capitalism provided to the nineteenth century soil crisis that Liebig and Marx addressed was not to restore the human metabolism with the soil, but rather to develop synthetic, particularly nitrogen-based, fertilizers, which marked the beginning of modern agribusiness, and which (because of the high petroleum use) is a major source of global warming, as well as contributing to ocean dead zones. Capitalism’s solution to world agricultural production in the form of modern agribusiness has resulted in a further polarisation of wealth and hunger. Of the more than six billion people in the world today, the United Nation indicates that around one billion are hungry, and their numbers (both relative and absolute) are growing. In the United States itself over 36 million people, about 12 percent of the population, were “food insecure” in 2007.46
(...) Yet, globalisation taken in itself is not a very useful way of understanding the accumulation dynamic of the system at this specific stage of its development, which is better characterised, as Sweezy argued, in terms of the three elements of slow growth (in the centre and in the world economy as a whole), monopolisation via multinational corporations, and financialisation. Continuing globalisation, coupled with financialisation, has created the illusion, propagated by some ideologues of the system, that “the world is flat”.47 Yet, capitalism remains a world economic system divided into separate nation states with differing power resources—a contradiction that is impossible to transcend within the system. Meanwhile, the growth of multinational corporations based in the centre countries has served historically to channel global surpluses away from the peripheries toward the centres. The concentration of power (economic, military, financial, communications) at the centre is intrinsic to capitalism as a world system, although the specific nations that constitute the centre and periphery (and semi-periphery) may change. The world economy is therefore disproportionately focused on the needs of accumulation at the core. The capitalist world system is most stable when governed by a single hegemonic power, such as Britain for most of the nineteenth century, and the United States for most of the twentieth. In periods of hegemonic instability and world economic crisis the system approaches conditions of total crisis, as witnessed by the First and Second World Wars.
(...) At present there are very palpable fears in Washington’s higher circles regarding the continuing—and from their perspective necessary and non-negotiable—role of the dollar as trade settlement and reserve currency, even in the face of current Chinese support for the dollar system. Washington understands that China’s blind support for the dollar is problematic, especially in the event of a rapid devaluation of all existing dollar obligations resulting from Federal Reserve policy. China holds $652 billion in US Treasury debt (an increase from $459 billion at the end of 2007). Altogether it owns 10 percent of the US public debt. A rapid devaluation of the dollar would only be seen in China as an expropriation. An ensuing movement of China away from the dollar, however limited—and none but limited moves are immediately possible—could drastically destabilize the entire US dominated world economic order.52
(...) The fault lines are most obvious in terms of the peril to the planet. As Evo Morales, president of Bolivia, has recently stated: “Under capitalism we are not human beings but consumers. Under capitalism mother earth does not exist, instead there are raw materials”. In reality, “the earth is much more important than [the] stock exchanges of Wall Street and the world. [Yet,] while the United States and the European Union allocate 4,100 billion dollars to save the bankers from a financial crisis that they themselves have caused, programs on climate change get 313 times less, that is to say, only 13 billion dollars”.55

(...) What exactly this something else is we do not know, and cannot know at this point: because it depends on the responses not just of states and corporations, but more importantly the response of the world’s populations. On top of the intense class alienation, exploitation, and inequality endemic to capitalism at every level, we are now faced with widening global fractures. So far, on a continental level, leadership in recognising that the only answer is the revolutionary one—a new socialism for the twenty-first century—has been taken by the peoples of Latin America, in Cuba, Venezuela, Bolivia, Ecuador, and is also manifest in struggles taking place in Brazil, Mexico, Nicaragua, and elsewhere.58 Latin America, which was the first continent to feel the full brunt of neoliberal globalisation, the hardest hit region outside of the Middle East in terms military interventions in the last quarter-century, and the region that was the initial basis of US international hegemony, is now showing the way to the world—not only in relation to the struggle for substantive equality, which is essential, but also in relation to saving the planet from capitalism. As Morales has stated, “Humankind is capable of saving the earth if we recover the principles of solidarity, complementarity, and harmony with nature, in contraposition to the reign of competition, profits, and rampant consumption of natural resources” that distinguishes the failed system of capitalism.59

Trains were shifted from electric to diesel engines. Sometimes, they were simply done away with and replaced by buses and then cars. Together with Big Oil, Big Auto converted electric transit systems to fuel-based bus systems. In one estimate: In 1935, electric train engines outnumbered diesel train engines 7 to 1. "By 1970, diesel train engines outnumbered electric ones 100 to 1. And GM made 60 per cent of the diesel locomotives." The electric rail system in and around Los Angeles was almost erased.
(...) By 2001, that goal was achieved, beyond belief. Some 90 per cent of Americans drove to work by that year. The findings of the 2001 National Household Travel Survey are striking. Only 8 per cent households reported not having a vehicle available for regular use. The survey showed that "that daily travel in the United States totalled about 4 trillion miles, an average of 14,500 miles per person." Trips by transit and by school bus each made up just 2 per cent of daily trips taken in 2001.
(...) An average American family in 2004 spent up to a fifth of its income on transportation. That's against 13 per cent on food. In "automobile dependent neighbourhoods," according to the Bureau of Labour Statistics, that could go up to 25 per cent. In bigger cities, the traffic only gets worse, never better. There were over 135 million passenger cars in 2006. Overall, registered vehicles clocked in at more than 250 million. Imagine the centrality of oil, autos and private vehicles to just about everything. This is the very model our own Indian elite seek to transplant. Private automobiles at the cost of public transport. Never mind the latter is a lot cleaner and creates large numbers of jobs. And so we add thousands of such vehicles to the roads each week.
(...) Each car that GM puts out carries a health care cost of around $1600. For Chrysler, that's $1500. But for Toyota, that cost is under $300 per car. Japan has a far superior public health system. In the corporate-media of the United States, this does not lead to calls for a good health system. Or for making health access cheaper. It leads to calls for doing away with the union contracts that guaranteed auto workers health benefits for life. For retirees, the pullback has already begun.

(568-569): in this critique of the bourgeois economists, marx alludes to an understanding of machinery as emancipatory, providing that its implementation is not overseen by capitalism. this does, though, leave open many questions about how a socialist society implements machinery. is it gradual? if it's gradual how does it remain competitive? how is it not alienating? etc., etc.

(571): the advent of cotton-spinning "promote[d], as if in a hot house, the growing of cotton in the United States, and with it the African Slave Trade." an example, if one was needed, of the way in which capitalism intensified slavery, rather than simply succeeding it. (in 1790, 697,000 slaves in US; in 1861, four million).

(571-572): a bit about the demands of the wool industry and the consequent conversion of arable land into pasture for sheep, which is critical precisely because, as sayre argued, it demonstrates that little is 'natural' (as in, outside of history). or, better put, nature has to be understood historically; in this case, the relation of man to land (in this case, the de-population of rural areas) cannot be understood outside of technological advance and new systems of production. in other words, man, in england and ireland, did not meet natural limits, but limits imposed upon nature by specific histories of 'progress'.

(574): in essence, section 6 responds to those apologists who see in machinery the means by which more and more employment will be made available to laboreres (as, in short, machinery stimulates general economic growth). marx's response is unequivocal: by and large, this stimulation is negligible. there will be further growth, he admits, but this will be insignificant in relation to the general impact of machinery on labor, as well as itself being prey to the later impact of machinery (as in, if machine implementation in one branch of industry stimulates another, we can still expect it to be a matter of time before machinery pervades the latter). he ends, then, with an interesting summary of recent, contemporary growth of the servant class in industrial britain, which has relevance for third world nations today, of course. for if it truly is the case that machinery requires a "larger and larger part of the working class to be employed unproductively," (can we think of the service sector in these terms?) then it is impossible to understand the plight of the current servant classes of the third world without recourse to 'labor-saving' technology. in other words, marx's attentiveness to this question of the relationship between technology and labor absorption should make us critically aware in the present: is it possible to imagine a way to limit technological advance so as to deal with the far more relatively numerous masses in the homes and kitchens of the indigenous bourgeoisie in the third world? how will this be accomplished, while still being competitive to the extent of being sustainable? are these the right questions?

(577): "finally, we have considered this question entirely apart from the fact that everywhere, except in the metallurgical industries, young persons (under 18), women and children form by far the most preponderant element in the factory personnel"--this is the critical 'other side' of the story of the industrial revolution, and neglected, i think, in accounts of women's liberation that give explanatory power to WWII. what did this mean for women's liberation? specifically, why was it the case that this large-scale employment of women did not result, in england, in a consciousness of liberation in the way that it did in america during WW2? of course there's a lot of history that i have yet to learn about both... (namely, what is the story of the english women's movement and its relation to industrial capitalism? what was the role of women in the US industrial revolution (the mills in massachusetts, for example)?)

(578): once more, a martial metaphor to explain industrial competition.

(579): marx, again, was fully aware of the gutting of india's handicraft cotton production, and its conversion into a site for producing raw material (cotton, wool, hemp, jute, indigo).

(579-580): quite standard development of underdevelopment narrative; in other words, quite clearly a dialectical (not linear) narrative of how capitalism advances.

(582): here, marx draws a link between the global extension of capitalism and the frequency of crisis. in other words, there seems to be a link between the scope of the capitalist market--the space over which it has expanded--and the frequency (and clarity) of the crises that afflict it. this, no doubt, is properly theorized in harvey and others. but we can add that it is probably not so much the fact that space is a source of new contradictions (indeed, harvey suggests that expansion into as-yet virgin areas is often the 'fix'), but rather that it is a vehicle for the consolidation of market relations (which clarifies, in a real sense, the dynamics producing crisis).

(588, fn 67): something made clear throughout this chapter is that the fact that the decreasing rate of surplus value must be compensated by absolute increases in capitalist production (by increases in the mass of surplus value) gives capitalism its relentlessly expansive character. innovation must happen, but alongside expansion. both are, simultaneously, survival strategies for individual and system.

(588-589): marx comments here on the way in which specific technical innovations undo certain divisions of labor pioneered in the manufacturing/handicraft era. he uses the example of adam smith, and his example of ten men making sewing-needles. the general importance of this passage, i suggest, is that it raises again the question of how machinery imposes objective requirements on the organization of production, which are of a quite different nature from the divisions of labor that preceded them. in other words, it is wrong to see, as feldstein via smith implied, that the progressively more extensive division of labor is the driver of increased productivity--rather, machinery intervenes in a quite decisive way, disrupting what is a very alluring linear story to reveal contradictions (advances with retreats). (see also 590, where marx writes about how the 'new division of labor' requires exclusively 'cheap labor' (i.e., women and children), quite in contrast to the 'old division of labor' in the handicrafts and even manufacture).

(593): "they become rough, foulmouthed boys, before Nature has taught them that they are women"--i suppose this is excusable, given context and intent.

(596): again, an explicit critique of the linear liberal.

(597): here, in the employment of child labor, we remember the contingency of the definition of childhood. in other words, appraising the dialectical relationship of environment (i.e., the factory) to the underlying biology is crucial to understanding the mendacity of 'capitalist anthropology'. (see also 599, where sociobiology can make little sense of parents pushing their children into brutal forms of employment).

(601): marx's argument, derived from the calculus he establishes for deciding on the efficacy of machinery, is that, in any given industry, there comes a point when increasing productivity through cheating labor, employing women/children, etc., is no longer viable (largely because demand has become so extensive). instead, capitalists turn to the machine. one question, in response, is how does this match on to the argument that the machine itself facilitates the entrance of women/children (he later clarifies some complexity, in that young children are removed but "the new machine-minders are exclusively girls and young women"? but i think that is a historical question, which requires one only to look more carefully at the chronology of their entry, rather than a theoretical conundrum. secondly, there seems to be an underlying dynamic of capital accumulation involved; in other words, you need a certain amount of capital to be able to invest in whole-scale transformation of production; a amount of disposable capital that may not be available in immature industries.

(601): again, looking to the past to better understand the present: "the fearful increase in death from starvation during the last ten years in london runs parallel with the extension of machine sewing"

(604): an important passage on the unsteadiness governing the transition from pre-factory forms to the factory system. specifically, marx here is arguing that the uneven implementation of the factory system in various branches of industry, affects dramatically (in a way that makes more inhumane) the non-factory forms of production that are linked to this technical advance. in other words, much like capitalism seizes on pre-capitalist forms and transforms them, here the factory form of production exacerbates the madness of pre-factory forms. in this way, the ascent of the factory system is accompanied by "a totally changed and disorganized" series of non-factory forms of production, which themselves "overdo all the horrors of the factory system." there is a lingering question about how to judge this transition, as marx seems to be arguing that the transitional forms are "worst" (not unlike slavery under capitalism, i suppose).

(604-605): argument here is fairly straightforward, yet important for legislation to check the excesses of contemporary capitalisms in the third world. in essence, marx is suggesting that the factory acts hastened the mechanization of production, insofar as they prohibited manufacture/domestic industry from the quick fixes of "unlimited exploitation of cheap labor-power." to compete, they had to raise productivity by the books. this has interesting consequences, when extrapolated to the case of child labor in the third world; insofar as it is true that more smaller factories/workplaces sustain these practices than larger ones (how true?), one can imagine proper legislation facilitating the concentration of capital in the hands of larger-scale industry (made explicit by marx in a passage on page 607). this dynamic, of course, has its own consequences. (anyway i think all this requires more empirical investigation, before it can be applied to explain today).

(607): a need to discipline the worker--to wean him from his "irregular habits"

(608): this is important, precisely because it prefigures what is done far too infrequently when studying "booms & busts"--namely, looking at crises from the eyes of labor, and assessing their consequences thusly.

(612): the earlier point about bourgeois legality being unable to regulate the internal order of a factory here resurfaces (and this quite aside from questions of autocracy at work). here marx offers an example of the impossibility of regulating the architecture of production: the factory acts could not re-organize the spatial structures of production, lest they "strike at the very roots of the capitalist mode of production," which is really it's freedom to purchase and consume labor-power in whatever way it pleases. put differently, the spatiality of this freedom here becomes important, insofar as it seems "impossible to impose [any] rule on capital" in this regard. in a sense, the contradiction immanent in the dual freedom of labor (the freedom to dispose of him/herself, but also the freeing of him/her from the means of production) here reappears as a contradiction in the legality of productive activity: the bourgeoisie claim the latter in the form of their property rights, yet thereby expose the fallacy of the former, insofar labor is revealed to be thoroughly subordinate to capital's will. "between equal rights, force decides."

(617): there's a dynamism to modern industry, marx is arguing, that is not present in all previous modes of production. whereas those were "essentially conservative," modern industry cannot survive without constantly "transforming not only the technical basis of production but also the functions of the worker and the social combinations of the labour process." this is of course important to the chronological questions of early industrial britain (progressive de-skilling, for example), aside from being wholly true with respect to the madness of contemporary capitalism. again, dialectics, not linearity. BUT, critically, marx here, in one of those rare moments, hints at what socialist harnessing of large-scale industry would achieve. at the bottom, he writes of how capitalism channels the dynamism required by industry (the "fluidity of functions, the mobility of the worker") into a form that does away with "all fixity and security" for the worker. the challenge for socialism, then, is this: how to organize production in large-scale industry such that the mobility is emancipating, rather than exploitative (there is, of course, the ecological challenge, but that's quite separate). all this is made explicit on page 618, where marx writes directly (well, almost) of the "partially developed individual" being replaced by "the totally developed individual, for whom the different social functions [required by large-scale industry] are different modes of activity he takes up in turn."

(619): more of the same attempt to prefigure socialist organization of production--and indeed, a making explicit of the dialectical approach: no necessary connection, in other words, between industry and alienation. in fact, it proves, on this account, a necessary condition for emancipation.

(620): quoting children's employment comission of 1866 (for the sociobiologists): "against no persons do the children of both sexes so much require protection as against their parents."

(621): toward a "higher form of the family:" again, an excellent explication of a concrete issue in which we can both lament the loss of all that is "fixed and frozen" (as is critical) without fearing the future (as is necessary).

(621): "since here the worker exists for the process of production, and not the process of production for the worker."

(621): clarifying chronology: factory acts enable general transition to machine-system, simultaneously heightening (in a real sense) the misery of those branches of industry left unregulated (domestic industry, manufacture, handicrafts).

(625-626): of course, in noting the disjuncture between what's enshrined in the letter of the law and what applies, marx (or engels, in this case) registers the classic contradiction of battles over the integrity of laws. indeed, we need to look no further than the UN declaration of human rights.

(635): a key passage, especially as regards the question of the revolutionary potential of the informal working-class. because here marx is tracing the increasing revolutionary capacities of the industrial working-class to the obliteration of spatially isolated small-scale workshops (those "ancient and transitional forms"). as this concentration of workers replaces the prevailing "partially hidden dominion of capital" with an awareness of what exactly workers ought to hold against this world, it "generalizes the direct struggle." it should be clear, though, that none of these conditions exist in the contemporary third world in any significant capacity. in that sense, fanon's command to concentrate on the peasantry needs to be re-issued, today, in the form of a demand to understand and organize the informal sector (the lumpen sectors). what remains to be studied, of course, are the imperfections of this general narrative; are there any ways in which the modern conjuncture opens up as-yet-unforseen possibilities of revolt? or is it really true that davis' pessimism prevails? why not study this, for god's sake?

(637-638): marx's first systematic presentation of the industrialization of agricultural production is lacking, of course, but is interesting in ways that orthodox reproductions don't account for. for example, there is the emphasis on the spatial distribution of laborers as an explanation for the possibility of resistance--indeed, the way he traces the chronology of agglomeration, it might be argued that even the peasantry, if crowded appropriately, could be revolutionary. (yet, on second thought, there's much more to this issue than simply space--it is, of course, to marxism's credit that it has a more robust explanation for what makes the urban working-class revolutionary (i.e,. the utterly inhuman (and painfully clear) hierarchies of the factory floor, and the invariably collective character of the demands that follow)). yet, even still, there remains room for playing with this aspect of the passage. secondly, even more interestingly, marx here introduces the concept of the 'metabolic rift,' emphasized by bellamy-foster. he hints at its future resolution, but all that he writes otherwise clarifies his interest in ecology, and capitalism's unavoidable irrationality in this respect. all this, it scarcely needs to be said, is a critical rejoinder to soviet developmentalism.

the environmental movement in the global south:
Mahathir has been interpreted in the North as speaking for a South that seeks to catch up whatever the cost and where the environmental movement is weak or non-existent. Today, China is seen as the prime exemplar of this Mahathirian obsession with rapid industrialization with minimal regard for the environment. This view of the South’s perspective on the environment is a caricature. In fact, the environmental costs of rapid industrialization are of major concern to significant sectors of the population of developing countries and, in many of them, the environmental movement has been a significant actor. Moreover, there is currently an active discussion in many countries of alternatives to the destabilizing high-growth model.
(...) In both societies (Korea and Taiwan), farmers, workers, and the environment bore the costs of high-speed industrialization. Both societies, it is not surprising, saw the emergence of an environmental movement that was spontaneous, that drew participants from different classes, that saw environmental demands linked with issues of employment, occupational health, and agricultural crisis, and that was quite militant.
(...) Unlike in Korea and Taiwan, environmental movements already existed in a number of the Southeast Asian countries before the period of rapid industrialization, which in their case occurred in the mid-eighties to the mid-nineties. These movements had emerged in the seventies and eighties in struggles against nuclear power, as in the Philippines; against big hydroelectric dams, as in Thailand, Indonesia, and the Philippines; and against deforestation and marine pollution, as in Thailand and the Philippines. These were epic battles, like the struggle against the Chico River Dam in the northern Philippines and the fight against the Pak Mun Dam in the northeast of Thailand, which forced the World Bank to withdraw its planned support for giant hydroelectric projects, an outcome that, as we shall see later on, also occurred in struggle against the Narmada Dam in India. The fight against industrial associated partly with foreign firms seeking to escape strict environmental regulations at home was a case of a new front being opened up in an ongoing struggle to save the environment.
(...) The environmental movements in Southeast Asia played a vital role not only in scuttling projects like the Bataan nuclear plant but in ousting the dictatorships that reigned there in the seventies and eighties. Indeed, because the environment was not perceived by authoritarian regimes as “political,” organizing around environmental and public health issues was not initially proscribed. Thus environmental struggles became an issue around which the anti-dictatorship movement could organize and reach new people. Environmental destruction became one more graphic example of a regime’s irresponsibility. In Indonesia, for example, the environmental organization WALHI went so far as to file a lawsuit for pollution and environmental destruction against six government bodies, including the Minister of the Environment and Population5. By the time the dictatorships wised up to what was happening, it was often too late: environmentalism and anti-fascism fed on one another.
(...) The environmental crisis in China is very serious. For example, the ground water table of the North China plain is dropping by 1.5 meters (5 feet) per year. This region produces 40 percent of China's grain. As environmentalist Dale Wen remarks, “One cannot help wonder about how China will be fed once the ground aquifer is depleted” 6. Water pollution and water scarcity; soil pollution, soil degradation and desertification; global warming and the coming energy crisis—these are all byproducts of China’s high-speed industrialization and massively expanded consumption.
(...) Most of the environmental destabilization in China is produced by local enterprises and massive state projects such as the Three Gorges Dams, but the contribution of foreign investors is not insignificant. Taking advantage of very lax implementation of environmental laws in China, many western TNCs have relocated their most polluting factories into the country and have exacerbated or even created many environmental problems. Wen notes that the Pearl River Delta and Yangtze River Delta, the two Special Economic Zones where most TNC subsidiaries are located, are the most seriously affected by heavy metal and POPs (persistent organic pollutants) pollution.
(...) Global warming is not a distant threat. The first comprehensive study of the impact of the sea level rise of global warming by Gordon McGranahan, Deborah Balk, and Bridget Anderson puts China as the country in Asia most threatened by the sea level rise of up to 10 meters over the next century 8. 144 million of China’s population live in low-elevation coastal zones, and this figure is likely to increase owing to the export-oriented industrialization strategies pursued by the government, which has involved the creation of numerous special economic zones. “From an environmental perspective,” the study warns, “there is a double disadvantage to excessive (and potentially rapid) coastal development. First, uncontrolled coastal development is likely to damage sensitive and important ecosystems and other resources. Second, coastal settlement, particularly in the lowlands, is likely to expose residents to seaward hazards such as sea level rise and tropical storms, both of which are likely to become more serious with climate change”9. The recent spate of super-typhoons descending on the Asian mainland from the Western Pacific underlines the gravity of this observation.
(...) In terms of public health, the rural health infrastructure has practically collapsed, according to Dale Wen. The system has been privatized with the introduction of a “fee for service” system that is one component of the neoliberal reform program. One result is the resurgence of diseases that had been brought under control, like tuberculosis and schistosomiasis. Cuba, in contrast, has won plaudits for its rural health care system, which is ironic, says Wen, given that the Cuban system was based on the Maoist era’s “barefoot doctor” system.

The combination of the industrialization of food production and the lengthening of the food chain from production to consumption is strongly suspected to be the cause of bird flu, which has migrated from China to other countries. The government has become an unreliable actor in dealing with new diseases such as bird flu and SARS, prone as it is to engage in minimizing the threat if not promoting a cover-up, as it did in the case of SARS.

As in Taiwan and Korea 15 years earlier, we see unrestrained export-oriented industrialization bringing together low-wage migrant labor, farming communities whose lands are being grabbed or ruined environmentally, environmentalists, and the proponents of a major change in political economy called the “New Left.” Environment-related riots, protests and disputes in China increased by 30% in 2005 to more than 50,000, as pollution-related unrest has become “a contagious source of instability in the country,” as one report put it. Indeed, a great many of recorded protests fused environmental, land-loss, income, and political issues. From 8700 in 1995, what the Ministry of Public Security calls "mass group incidents" have grown to 87,000 in 2005, most of them in the countryside. Moreover, the incidents are growing in average size from 10 or fewer persons in the mid-1990s to 52 people per incident in 2004 11. Notable were the April 2005 riots in Huashui, where an estimated 10,000 police officers clashed with desperate villagers who succeeded in repelling strong vested interests polluting their lands.
(...) As in China, the environment and public health have been sites of struggle in India. Over the last 25 years, the movement for the environment and public health has exploded in that country. Indeed, one can say that this movement has become one of the forces that is deepening Indian democracy.
(...) Here Roy expresses an essential truth: that centralized electrification preempted the development of alternative power-systems that could have been more decentralized, more people-oriented, more environmentally benign, and less capital intensive.
(...) While these interests benefited, others paid the costs. Specifically, it was the rural areas and the environment that absorbed the costs of centralized electrification. Tremendous crimes have been committed in the name of power generation and irrigation, says Roy, but these were hidden because governments never recorded these costs. In India, Roy calculates that large dams have displaced about 33 million people in the last 50 years, about 60 per cent of them being either untouchables or indigenous peoples
(...) Equally important was the broader political impact of the Narmada struggle. It proved to be the cutting edge of the social movements that have deepened India’s democracy and transformed the political scene. The state bureaucracy and political parties must now listen to these movements or risk opposition or, in the case of parties, being thrown out of power. Social movements in the rural areas played a key role in stirring up the mass consciousness that led to the defeat in 2004 of the neoliberal coalition led by the Hindu chauvinist BJP (Bharatiya Janata Party) that had campaigned on the pro-globalization slogan “India Shining.” While its successor, the Congress Party-led coalition, has turned its back on the rural protest that led to its election and followed the same anti-agriculture and pro-globalization policies of the BJP, it risks provoking an even greater backlash in the near future.

As in China, the challenge lies in building up a mass movement that might be unpopular not only with the elite but also with sections of the urban-based middle class sectors that have been the main beneficiaries of the high-growth economic strategy that has been pursued since the early 1990’s.
(...) The reason for tracing the evolution of a mass-based environmental movement in East Asia and India is to counter the image that the Asian masses are inert elements that uncritically accept the environmentally damaging high-growth export-oriented industrialization models promoted by their governing elites. It is increasingly clear to ordinary people throughout Asia that the model has wrecked agriculture, widened income inequalities, led to increased poverty after the Asian financial crises, and wreaked environmental damage everywhere.

There is no doubt that the burden of adjustment to global warming will fall on the North, and that this adjustment will have to be made in the next 10 to 15 years, and that the adjustment needed might need to be much greater than the 50 per cent reduction from the 1990’s level by 2050 that is being promoted by the G 8. In the eyes of some experts, what might be required is in the order of 100 or 150 per cent reduction from 1990 levels. However, the South will also have to adjust, proportionately less than the North but also rather stringently.
(...) The South’s adjustment will not take place without the North taking the lead. But it will also not take place unless its leaders junk the export-oriented, high-growth paradigm promoted by the World Bank and most economists to which its elites and many middle strata are addicted.

beneath the pall of misery, a new movement is born:
Heathrow is already the busiest international airport on earth. The new runway and the terminal and approach roads it needs would demolish around 1200 homes(1). One primary school will be flattened; six others will be permanently blighted by noise. Separated from the rest of Heathrow, this would, in effect, be a second airport.
(...) Already the planes and their associated traffic have been breaching the EU's limits for nitrogen dioxide pollution, which suggests that current airport activities are unlawful (remember that when you hear ministers fulminating about our illegal protest)(10). Now we are expected to believe that air pollutants can be reduced to below the legal limits while the number of flights almost doubles. It looks as if our civil servants will be busy with what they call "statisitical interpretations of the target"(11). The rest of us call it lying.
(...) Of course we cannot put climate change to one side. In a previous article I showed that, depending on whether you believe the government's figures or those produced by academic researchers, by 2050 the greenhouse gases produced by the UK's air passengers will equate to between 91% and 258% of the carbon dioxide the government says the whole economy should be producing(12). Its airport expansion plans, in conjunction with those of other nations, will cause runaway climate change even if we were to spend the rest of our lives shivering in the dark. So much for the economic benefits of new runways.

The people seeking to prevent this expansion know that when the government supports a development, explaining your objections at its public inquiries is about as much use as shaking your fist at the sky. An elaborate theatre of consultation and democracy is designed only to hide the fact that the decision has already been made.

The United States owes $10.040 trillion, nearly a quarter of the global debt total of $44 trillion.

george monbiot on climate change:
JUAN GONZALEZ: Well, let's talk about your plan for being able to cut in the industrial countries 90% of energy use. How would that occur concretely in, for instance, in the United States or England without, as you say, having a collapse of the economies?
GEORGE MONBIOT: OK, well, let's take surface transport as an example, and there's huge potential here. Number one, for boosting the fuel economy of cars five- or tenfold. At the moment in the United States, the average fuel economy of cars is just over twenty-one miles per gallon. The Model T Ford in 1908 did twenty-five miles to the gallon. This country has gone backwards in terms of fuel economy. And yet the technological potential is absolutely vast. But you can go even further than that. If we still stick with cars for just a moment -
(...) You can go even further than that. Picture this scenario: the electric car. We all know the electric car works. There's plenty of models out there. The problem is that you can't go very far with it without having to plug it in again and wait eight hours for the battery to recharge. But what if you don't have to do that? What if, instead, you pull into a filling station, you lift up the hood, crane comes over, lifts out the battery, drops in another one, and off you go again? What you do in that situation is to lease your battery from a network of filling stations. You just pay for the electricity, and it takes no more time to change it than it would take to fill up your tank with gas. There, you see the potential.
(...) AMY GOODMAN: I wanted to talk about the role of hybrid vehicles, biofuels. In this year's State of the Union address, President Bush called for more investment into ethanol.
GEORGE MONBIOT: This is a total disaster, and the reason it is a disaster is twofold. Number one, you set up a competition between feeding people and feeding cars, because you're producing those crops for biofuel on the same arable land which is currently being used to feed people. That competition will necessarily be won by the car drivers. The reason for that is that, by definition, those who are rich enough to run cars are richer than those who are in danger of dying of starvation. Already, with far less than 1% of the world’s transport fuel coming from biofuel, we’ve seen a doubling in the price of corn and a near doubling in the price of wheat. And this is having an impact on people all over the world. The second reason why it's a disaster is that much of the new planting of biofuel is taking place on rainforest land or land which had other high carbon crops on it. And what we're seeing there is a massive impact, not just on biodiversity and on local habitat and environment, but also on climate change. In Malaysia and Indonesia now, the planting of palm oil for the biofuel market is the primary cause of deforestation. And one recent study shows that because you are cutting down tropical forests in order to plant it and draining peaty soils in order to plant it, every barrel of palm oil produces up to ten times as much carbon dioxide as a barrel of gasoline. Palm oil and most of the biofuels are actually worse for the planet than petroleum.

GEORGE MONBIOT: This is a great paradox and cruelty of climate change, that those countries which are most responsible for it, the rich nations, most of which are in temperate parts of the world, are those which are going to be hit last by it and hit least by it. Countries which are least responsible for it, in Africa, in South Asia, for example, are already being hit by it and will be hammered by climate change.
(...) This is the great moral issue of the twenty-first century, and if we don't deal with climate change, we condemn hundreds of millions of people to death.
(...) AMY GOODMAN: Condemn people to death, these are strong words. How do they die?
GEORGE MONBIOT: In Ethiopia already, with just - what is it? - 1.4 degrees Fahrenheit of global warming, the short rains have been failing year after year now for the past four or five years, and they have been failing because of rising sea surface temperatures in the Indian Ocean. When the short rains fail, the yields of crops decline. When, in a place like Ethiopia where people are living very close to the edge already, yields of crops decline, people go hungry. People die of malnutrition-related diseases, or they simply die of starvation. If that is rolled out worldwide, which with roughly four degrees centigrade of warming, which is six-seven degrees Fahrenheit of warming, we could see structural global famine. That means that even in a normal year, normal year's harvest, there will not be enough food produced to keep everybody in the world well-fed. If that happens, the consequences are unimaginable, almost indescribable.
(...) GEORGE MONBIOT: The Bush administration's handling of climate change is like Trofim Lysenko’s handling of genetics. I mean, this is a complete clampdown on science, allied to a clampdown on democracy, and the two things often go hand in hand. It has been a story of fraud, of deception, of obfuscation, of lies. And the moment you start getting industry lobbyists with no scientific background - Cooney was a lawyer - to start editing scientific reports, you have stepped into the territory normally occupied by dictatorships.
(...) JUAN GONZALEZ: What about the prior administration, the Clinton-Gore administration? Al Gore now, of course, is a virtual folk hero of those who support moving forward in a much more broad way on climate change or climate control. What did they do when they were in office?
GEORGE MONBIOT: Have you ever noticed how much better people are at governance once they’re out of office? I mean, with Gore and Clinton, it was just a series of massive missed opportunities. They knew what they had to do, but they just didn't do it. And it has to be said that Gore's speech at the Kyoto Conference in 1997 was one of the most disgraceful pieces of international diplomacy I’ve ever come across. George Bush could have made that speech. It was just full of deliberate confusions and evasions and elisions about what needed to be done about climate change. And I’m afraid to say that the Clinton-Gore administration in some ways did more harm than the Bush administration, because while Bush has gutted the US response to climate change, Gore and Clinton gutted the international response to climate change. They made sure that the Kyoto Protocol was pretty well a dead letter. They destroyed it as an effective instrument. And so, they destroyed it for everyone.
(...) AMY GOODMAN: How did Gore and Clinton gut it?
GEORGE MONBIOT: Well, they - I mean, it has to be said that, of course, they were being pushed very hard by Congress and by powerful industrial interests, so I can't blame them entirely for what happened. But they introduced all these caveats and clauses and these get-out clauses, things like the clean development mechanism, which said you don't have to change your carbon emissions at home, you just pay somebody else to do it. And they played up to the other nations which didn't want to make serious commitments, and they made sure that even if Kyoto were to be implemented fully, which is not being implemented fully, it wouldn't make any really significant difference to cutting carbon emissions. They knew that you had to go much, much further than Kyoto went, if we were to have that cut. And knowing that, they didn't push it in the direction it needed to be going. In fact, they held it back.
(...) JUAN GONZALEZ: I’d like to ask you about China. Clearly, the Chinese take a position: hey, you folks in the industrial world have to first get your house in order before you tell us about getting our house in order. But on the other hand, China right now is the manufacturing center for the industrial world, in essence, in terms of the amount of increased industrialization going on there. What's going to happen and what do you think needs to happen in terms of negotiations with China over climate change?
GEORGE MONBIOT: Well, the first thing I’d say is, before we point the finger at China, just bear in mind that the average emissions of carbon dioxide per person in China are 2.7 tons per year; in the United States, they are twenty tons per year. So it would be the height of hypocrisy to say it’s those damn Chinese who are responsible for this problem. So saying, China is rapidly emerging as an enormous emitter of greenhouse gas emissions. It's rising very fast, and it will overtake the United States probably in November this year as the world's primary emitter. So there's no question that it needs to be brought into an international mechanism to cut those greenhouse gas emissions and that it has to be brought in as an equal, not as a country which is told what to do by other countries, but as an equal partner in the development of a foundation for cutting climate change, which is actually going to work. The first thing that needs to happen if that is to take place is for the rich nations, which have already enjoyed the benefits of the massive use of fossil fuels, to show that they are serious about cutting their contribution to carbon emissions. Otherwise, China just turns around and says, “Well, you've had your fun. What about us? Why can't we have ours?” And it's absolutely essential that what is done now is that we break this perfect circle of finger-pointing, where the North Americans point to China and say, “We can't do anything. It’s those guys over there who are causing the problem,” and China points to North America and says, “We can't do anything, either. It’s those guys who are causing the problem.” That's what they're both saying at the moment, and we need to break that. And we can only break that through international leadership shown by the United States, by Europe, by the other developed regions of the world.
(...) This is the economic and the technological, indeed, an the political powerhouse of the world, and when the US steps in, things will happen very quickly indeed. Look at what happened when the United States joined the Second World War: it turned the whole economy around on a dime. Within ninety days, under pressure from the US government, your motor manufacturers were turning out fighter planes, having never looked at a fighter plane before, never designed one, never tested one, never prototyped one, anything, they were turning out fighter planes. They turned the whole thing around. That’s because of the economic and technological dynamism that the United States has. That was in 1941. Think of what you could do now. Think of how you could turn this issue around.

legacy of summer 2006:Israel bombed an oil refinery in Jiyyeh, south of Lebanon's capital, Beirut, during its conflict with the armed wing of Lebanese political party Hezbollah last July. The bombing caused the refinery to spew an estimated 10,000 to 15,000 tonnes of fuel oil into the Mediterranean Sea. It was Lebanon's worst environmental disaster, say environmentalists.
(...) US state development agency USAID awarded a US $5 million contract to US company Seacor Environmental Services to clean roughly 60km of shore north of Byblos. Lebanon's Environment Ministry oversaw the work. In January, a USAID press release said the job was done, but Lebanon's Ministry of Environment clarified that "phase one" was completed - the removal of free-floating oil and oil in danger of going back into the sea.
(...) Bahr Loubnan clean-up supervisor and local resident Raif Nader said many beaches in the area had not been touched. "They didn't do anything here. USAID told us Mother Nature would wash the rocks. Why does it cost $5 million just to let it wash back out to sea?"

Would someone please tell the Sierra Club Exec Board that the idea of an “environmentally friendly car” makes as much sense as a “non-violent death penalty?” While the vast majority of those concerned with global warming consider reduction of unneeded production to be at the core of a sane policy, the Sierra Club has endorsed a plan that includes virtually no role for conservation.
(...) In the analysis of energy efficiency, the phrase “organic agriculture” never appears and there is no mention of the massive use of petrochemicals or factory farms and there is zero concern with the fact that the average American food item travels 1300 miles from farm to plate.
(...) The ASES/Sierra report reads like an encyclopedia of techno-fix gadgets for buildings, cars and holes in the earth. Each item involves increased industrial interdependence. As resources come to be in short supply from exhaustion or wars or hoarding, the future is likely to see a decline in the ability to patch up interconnected systems. Becoming more dependent on them more begs for industrial breakdown.
(...) The most important difficulty for EE is the market economy, which corporate environmentalists love so much and understand so little. Corporations do not compete to make less money. They compete to increase their profits.
(...) For example, the US needs to reduce the number of cars on the road by at least 95% and make sure the few that are manufactured are hybrids. How can the US economy be reorganized so that auto workers and refinery workers have jobs comparable to jobs that they now have?
(...) The global economy is increasing production of high-energy goods such as roads, cars, airplanes, fast food, meat and endless mountains of consumer crap. How do we change this to production of low-energy goods that people actually need, such as locally grown organic food, preventive health care and clothes and homes that endure?
(...) The most basic task for stopping global warming is having a moral, ethical and spiritual revolution based on the belief that excessive crap is bad. Reduction of unnecessary production is the antithesis of what corporations are all about. However destructive it is for the planet, corporations must seek to convince people to consume more and more.
