...It is important to understand the complexity of the insurgency. About three quarters, probably more fight within a few miles of where they were born and where their families live. And so for them, many have drifted into the insurgency for a variety of reasons: local tribal grievances, friction, disaffection etc. We believe that they can be brought back into the political and economic mainstream reasonably straightforwardly. It is not that they are opportunistic but they have drifted into it for a lot of local reasons. In a sense they are fighting with the Taleban but not for them.
